DIMENSIONS OF THE ROLE
• The post holder’s function is to support the project ideation, concept note development
relating to SRHR Programme development aligning with national and Global strategies.
This includes providing technical support to the project team, other Programme leads,
business development team.
• Provide support, collect and collate evidence from ground to resource mobilization/fund
raising of SRHR projects and programmes of PIB.
• Lead project cycle management of projects and ensure quality delivery including reporting,
budget management and team management
• Ensure operational delivery, in-line with organisational and donor policies and procedures
for the projects within SRHR programme portfolio.
• Relevant technical capacities are ensured within the implementing team of partner(s) for
effective delivery of project plans and interventions; ensure that the gender transformative
education approach and SRHR components are embedded in the implementation
process.
• Ensure that staff capacities on inclusion, and gender transformative programme approach
are strengthened and practiced in project implementation. This includes mainstreaming
these approaches into existing models/tools/guidelines for SRHR interventions.
• Establish and build excellent internal and external linkage and relationship with key govt
counterparts, donors, clusters, platforms and various stakeholders in order to strengthen
position of plan international Bangladesh in SRHR Portfolio.
• This post holder is responsible ensure necessary M&E and programme quality processes
in place and develop evidence-based data driven Programme learning to share internal
and external audience that not limit to donor and globally
• Work closely with Advisor-SRHR for piloting/test new content, ideas developed by
SRHR-GH/ PIB for further program development.
• Demonstrate a commitment to diversity and inclusion within the team and project activities.
Programme specialist Job description
- Relevant academic degree in health, public health, social science, development studies, or a relevant field;
- At least 8 years of Proven track record of project management specifically on sexual & reproductive health rights programming. Out of these 8 years least 5 years’ experience of working in INGO and should have strong familiarity of working in multi-cultural value based working environment
- Strong technical knowledge on SRHR issues and programmes based in Bangladesh context
- Demonstrated knowledge on program and project planning, result based monitoring, community consultation, youth engagement
- Must have at least 3 years of experience in managing budget
- Must have excellent and proven donor narrative and financial reporting skills;
- Strong working knowledge and use relevant software, tools and other platforms for effective management;
- Demonstrated experience and skills in conducting capacity building initiatives for local partners on SRHR;
- Excellent reading, writing, speaking and presentation skill in both Bangla and English is essential;
- Excellent and demonstrated skills as a team player, team builder and collaborative and constructive co-worker
- Solid understanding of the social, political, and economic issues affecting child early marriage, demonstrated experience of, and commitment to, both mainstreaming gender within programmes, as well as directly promoting gender transformation and girls’ rights throughout programme implementation and organizational practices.
- Strong willingness of extensive travel
- Large degree of self-management, including proven ability to plan workload and demonstrate accountability for outputs

Programme specialist responsibilities
Programme management and implementation
• Project cycle management of assigned projects including planning, implementation and
close out
• Ensure all projects contribute to PIB SRHR programme
• Strong understanding on PIB’s SRHR programme ambition
• PO management
• Strong leadership to implementation of projects, risk assessment, management and
mitigation
• Support the delivery of SRHR components of other projects under other programmes
• Ensure cross cutting programme areas are being implemented properly under the
assigned projects in coordination with other program specialists and advisors
• Support Advisor – SRHR during annual planning and budgeting
• Timely preparation and submission of TORs and event management as per project plan
• Ensure partner staffs involved in the project implementation has clear understanding of
program objective, vision and TOC
• Ensure all assigned projects have updated documents as per PIB’s programme
management manual and update those documents annually
• Ensure all project documents including all evaluation, study reports or any knowledge
products, pictures etc are uploaded in K-Port and Planet in quarterly basis
Partnership and budget management
• Partner management under assigned projects
• Ensure PIB’s partnership principles are practiced while coordinating with partners
• Collect regular input from partners for learning, monitoring, project update, risks etc.
• Monthly output and activity plan bs budget expenditure
• Ensure the budget is spent as per plan
• Manage a maximum amount of 1.5 million euro annually under one or more projects
under SRHR program
• Ensure the donor guideline and compliance are followed
• Regular partnership review meetings with partners project staff and management staffs
Program quality monitoring, learning and reporting
• Quality report preparations (Monthly, quarterly, annual) as per PIB management and
donor requirement
• Regular field visits, monitoring of implementation as per quality standards, sharing the
report with others and ensure the discrepancies are addressed
• Strong collaboration with Advisor SRHR and MEAL team to collect and share the
learning with other team for resource mobilization
• Ensure the project information in integrated in PMERL and MIS
• Generate reports from PMERL and MIS and present to line manager and matrix
manager
Influencing, networking and representation
• Ensure the assigned projects’ have influencing strategy aligned with country influencing
strategy
• Ensure the stakeholder analysis, advocacy messages prepared and dissemination
strategy is implemented in coordination with comms
• Ensure the donor guideline is followed for visibility and communication
• Ensure cost effectiveness and reduced printing materials for project
• Work closely with Advisor – SRHR and act as focal for ministries for project specific
influencing activities
• Build strong network and ensure strong positioning of PIB in internal and external forums
as SRHR thought leader
Capacity building and Coordination
• Identify the SRHR related capacity needs of partners and plan staffs and facilitate
workshops/trainings/sessions as per plan
• Support Advisor – SRHR in developing contents and modules
• Strong coordination among internal teams
• Strong coordination with Business development team to ensure proper communication
channel is maintained for communicating with National Offices
• Regular update meetings on implementation of project as agreed with National Offices
• Ensure all project challenges are communicated with PIB management on time and
escalate the challenges to NOs as per guidance from management

In accord with the 8th Five Year Plan (FYP) of the Government of Bangladesh, our SRHR
programme will focus to deliver age-appropriate, scientific and developmental information on SRHR to strengthen young people’s knowledge, attitudes, and skills on SRHR, including body development, pregnancy, sexuality, relationships, harmful practices, and other forms of GBV. We will support family and community dialogue on SRHR, harmful practices, sexual violence, intimate partner violence and positive masculinities related to SRHR; support development and implementation of comprehensive sexuality education (CSE) in schools and alternative learning spaces, including technical support to teachers and instructors; enhance the capacities of facilities and health service providers to offer adolescent, gender-responsive and inclusive services, ncluding in emergency contexts; ensure meaningful youth participation in improving adolescentfriendly facilities and gender-responsive SRHR services and information; strengthen the capacities of young women, adolescents in preparedness, early actions in disaster and climate resilient to their SRHR needs; support young women and adolescents in any emergencies affected by humanitarian crisis to address GBV and SRHR. We will double down on our commitment to promote dialogue on SRHR to challenge stereotypical attitudes, harmful practices and expectations around sexuality and reproduction among the parents, caregivers, traditional and religious leaders, service providers and teachers.
The Programme specialist - SRHR will be a key player in Programme team of Plan International Bangladesh (PIB). This position will be responsible to oversee the implementation of multiple projects as well as develop plan of activities, implement in field through partners, monitoring the quality implementation and results, support in mobilizing resource for the long-term sustainability and will ensure PIB becomes an active player in SRHR and advocating for reducing child marriage in Bangladesh. This role will also provide technical input and support to PIB’s other programmes to ensure the integration of SRHR in all programmes. Under direct supervision of deputy director, programme and matrix reporting relationship to SRHR programme advisor, this position holder is responsible to coordinate with project partners and stakeholders to ensure high quality programme and project outputs and outcome delivered in a timely manner.
The incumbent will have excellent policy advocacy skills, maintain closecoordination/functional relationship with Plan’s programme advisors, institutions/departments, stakeholders and like-minded organizations for better quality implementation. S/he wll be responsible for conducting & monitoring training/campaign, advocacy interventions to ensure programme quality, documentation and dissemination of Programme’s learning and good practices
