The Senior Manager-Performance Measurement is a senior level position under the HIV/AIDS Programme, a key position as per the Global Fund grant requirements, reporting to the Head of the HIV/AIDS Programme.

The incumbent will provide strategic direction in monitoring, impact assessment, projection, maintaining communication and coordination with relevant ministries, departments, UN agencies and other key stakeholders to ensure effective national HIV/AIDS response, including providing strategic direction in updating the M&E framework and its activities based on the changing strategies of the Programme at the programme level and national level. Key responsibilities include reviewing the performance of the Programme against defined indicators; aggregating data for the national response; reviewing quality standards; measuring and documenting best practices and its impact; conducting operations research, evaluations and ensuring the use of programme data for reengineering interventions as applicable.

He/she will also be responsible for managing the Community Information System (CIS) and ensuring its accuracy. He/she will ensure timely Global Fund reporting, facilitating LFA verification of PUDR. He/She will provide guidance to SR/SSRs on capacity building on monitoring and evaluation. He/She will participate in new program planning and development based on previous lessons and best practices to mobilize resources for Save the Children’s programs and overall portfolio.

  • Having 7 years of working experience of planning, management, monitoring and evaluation of work plan with diversified stakeholders.
  • At least 3 years within key population/HIV prevention programs
  • Have proven experience in managing large programs with experience in developing M&E framework, survey, surveillance, conduction of research is essential.
  • Ability the facilitation, staff supervision skills are additional requirements.
  • Have the ability to frequent travel is required for this position.

    Proficient in computer skills of MS Office is essential and Statistical Packages e.g. SPSS etc. preferred.
  • Master's Degree, preferably in Statistics/Public Health/Population Science/Demography/Social Sciences
  • Ensure the effectively communicate and build trusting relationship with the beneficiaries and working partners.
