This position requires strategic leadership in program development, implementation, and achieving impact at scale, with a strong managerial focus on maintaining high standards of quality and accountability to significantly reduce poverty and social injustice.

The DCD-P oversees the creation of program strategies tailored to diverse environments, manages a team responsible for program design, funding, implementation, monitoring, and evaluation, and ensures robust systems and skilled personnel are in place for effective management. Collaboration with regional and CARE USA HQ units, as well as other CARE International members, is essential. Emphasizing business development, the DCD-P leads innovative and adaptive program design and development, particularly in women's empowerment, private sector engagement, and social enterprise across various impact groups. As a key member of the Country Office Senior Management Team, the DCD-P supports diverse CO initiatives and maintains strong relationships with government officials, donors, and partners.

KEY RESPONSIBILITIES


Program Quality, Impact, and Learning:


  • Lead the design, implementation, monitoring, and evaluation of high-quality programs that align with CARE's principles and strategic priorities.
  • Ensure programs address the root causes of poverty and deliver measurable positive impact.
  •  Promote a culture of innovation, risk-taking, and learning, encouraging participation in CARE and non-CARE learning initiatives.
  •  Develop mechanisms for knowledge sharing and learning within and beyond the Country Office (CO).


Program Strategy and Management:


  •  Prepare and implement the CO Program Strategy in line with national development plans and CARE's 2030 Vision.
  •  Secure funding for programs through innovative design and development.
  •  Ensure programs are managed effectively, demonstrating sound resource stewardship and achieving program goals.
  •  Work closely with the DCD-Humanitarian and Resilience to build CO-level program synergies.


External Relations and Partnerships:

  •  Develop and maintain relationships with government officials, donors, and partner agencies to enhance CARE's impact.
  •  Act as a spokesperson for CARE, promoting a positive image and visibility among stakeholders.
  •  Contribute to national dialogue on poverty reduction strategies and related issues.


Staff Management:

QUALIFICATIONS

Education

  •  Bachelor's degree in a related field.
  •  8+ years of senior program management experience in the development sector, with exposure to multispectral programming.
  •  Demonstrated leadership and management skills in complex international settings.

Experience

  •  Experience in strategic and operational planning, program design, implementation, and evaluation.
  •  Strong background in risk management for programs and managing a diverse workforce.
  •  Proficiency in English, both written and spoken.
  •  Exceptional interpersonal, negotiation, and team-building skills.
  •  Proven ability to mentor, train, and delegate effectively.
